Dr. Matthew C. Meeks is an executive leader, strategist, researcher, and organizational builder whose career has been dedicated to strengthening institutions, advancing public policy, and developing leaders capable of creating lasting impact. Over more than two decades spanning higher education, healthcare, communications, public affairs, and organizational leadership, he has led complex initiatives that bring together diverse stakeholders to solve difficult challenges, improve systems, and expand opportunities for others.
As Executive Director of the Texas Health Education Service (TXHES) within The University of Texas System Office of Health Affairs, Dr. Meeks leads statewide initiatives supporting Texas' healthcare workforce pipeline through admissions services, pathway programs, strategic partnerships, and legislative engagement. His work has helped shape statewide policy, strengthen collaboration among medical and health-related institutions, improve admissions processes, and expand educational pathways for thousands of future healthcare professionals across Texas.
Prior to joining The University of Texas System, Dr. Meeks served as Communications Executive at Dallas Christian College, where he led institutional communications, marketing, and strategic storytelling initiatives that elevated the college's public presence and strengthened engagement with students, alumni, donors, and community partners. Throughout his career, he has built numerous integrated communications operations, launched digital newsrooms, developed executive communications strategies, and created statewide communication initiatives that have advanced organizational missions while helping institutions navigate periods of growth and transformation.
His work has consistently extended beyond organizational leadership into research and public policy. While completing his doctoral studies at Vanderbilt University's Peabody College, Dr. Meeks conducted research in collaboration with the Fulbright Program in Washington, D.C., examining strategies to improve participation among historically underrepresented populations in international education and study abroad programs. His research explored how institutional practices, policy, and organizational culture influence access to transformative educational experiences.
Dr. Meeks has also conducted research focused on socioeconomic disadvantage in higher education and played a key role in developing new statewide policy that redefined how socioeconomic disadvantage is assessed in professional school admissions across Texas. His work has helped create more equitable pathways for aspiring physicians, dentists, veterinarians, and other healthcare professionals while supporting broader efforts to strengthen the state's healthcare workforce.
Beyond policy and research, Dr. Meeks has been instrumental in launching statewide initiatives designed to improve pre-professional school readiness, expand educational outreach, and strengthen support systems for students pursuing careers in healthcare. Throughout each stage of his career, he has remained focused on identifying systemic challenges, convening experts around shared goals, and building the partnerships, organizational capabilities, and structures necessary to translate vision into measurable and sustainable outcomes.
Equally important to his professional work is his passion for mentoring emerging leaders. Dr. Meeks has spent much of his career coaching professionals, students, and executive leaders as they navigate career transitions, organizational challenges, and leadership development. He believes that one of the greatest measures of leadership is not simply what an individual accomplishes, but the number of leaders they help develop along the way.
Dr. Meeks earned a Doctor of Education in Leadership and Learning in Organizations from Vanderbilt University, a Master of Education from Dallas Baptist University, and has completed executive education in public policy at the Harvard Kennedy School and strategic communication at The University of Texas at Austin. He also serves as an adjunct faculty member, teaching graduate coursework in health policy and leadership.
Outside of his professional work, Dr. Meeks is an avid traveler whose experiences across Europe, Africa, Asia, Central America, and South America have profoundly shaped his understanding of leadership and human development. He believes that growth often begins with stepping into the unfamiliar and that a single experience can change not only how we see the world, but how we lead within it. Those experiences continue to inform his commitment to curiosity, lifelong learning, and developing organizations that empower people to reach their fullest potential.
